Play.com are selling the new iPhone 3G S sim free and without a contract. Play.com are able to get around the UK's Apple and O2's exclusivity deal because they fall under EU jurisdiction where it is anti-competitive to lock the handset to only one network.
Because Play.com is based in Jersey they can sell the iPhone 3G S unlocked and are a recommended place to buy from as you will have the peace of mind that you are buying genuine sim free stock from a national retailer. We would recommend avoiding places like eBay where you do not know exactly what you are getting.
